Sir Jim Rose was formerly Her Majesty’s Chief Inspector (HMI) of Primary Education, and Director of Inspection for the Office for Standards in Education (OFSTED) in England. He was the author of the influential 2006 report The Independent review of the teaching of early reading, which led to the adoption of mandatory teaching of systematic synthetic phonics in English primary schools.
